Lay was cited for dangerous play in the second half of his team’s match against Wellington on Friday 25 September.
The incident was referred to the citing commissioner after the match who deemed it met the red card threshold. Lay was attempting to clear a ruck in the 69th minute of the match and in doing so his shoulder made contact with the head of the opposition player.
Judicial Officer Michael Heron QC considered submissions and noted that the contact was not necessarily direct to the head and the action was in response to the unexpected movement of the opposition player.
Heron concluded with the footage available and the advantage of further explanation he was able to rule the incident was not foul play but an accident and dismissed the citing.
